This position is based in the VRMC Network Intelligence & Operations Centre (NIOC) in Melbourne CBD.

About the Role

We have a unique and exciting opportunity for an experienced Network Intelligence and Operations Center Manager to join the VRMC (Victorian Road Maintenance Contract) Leadership Team to oversee compliant and efficient programming and monitoring of all VRMC Works for completion by the Delivery team.

You will join a high-performing, welcoming team, based at our modern Head Office, which offers a vibrant environment featuring a balcony, BBQ area, collaborative and quiet spaces, and plenty of natural light.

About the role:

Your key responsibilities will include:

  • Engage, onboard, train, develop and retain a diverse and high-performing team for effective running of the Network Intelligence & Operations Centre (NIOC) and execution of all Planning, Monitoring and Optimization functions.

  • Work closely with the Asset Management Lead, Pre-Works Lead, Delivery Manager and client representatives to prioritize Hazard & Defect Identification and Rectification Works and Planned Works for Section 750 compliance and best network performance for available budget.

  • Oversee scheduling of Works in accordance with client-approved programs, completing all pre-Works enabling activities and undertaking real-time monitoring, jeopardy management and status reporting of in-progress Works across the network.

  • Oversee all Routine Inspection requirements, ensuring asset data is collected in line with Contract requirements, then analysed and enriched to inform Works prioritisation and scheduling.

  • Foster strong working relationships with CLT colleagues and the wider VRMC team, the DTP Traffic Operations Centre and other client representatives, delivery partners (subcontractors), and other internal and external stakeholders.

  • Develop, implement and continually improve processes and procedures for the PM&O function to drive service performance outcomes.

About you

Our ideal candidate will have:

  • At least five (5) years’ experience in leadership roles focused on Network Operations, planning and program management for reactive and long-term maintenance and/or capital/project works programs with annual budgets > $30 million, in industries such as civil engineering, road construction, utilities, maintenance, resources or heavy manufacturing.

  • Sound knowledge of civil construction and/or network operation management practices, including access, permit and licensing requirements for road maintenance operations

  • Advanced project and program management skills: you’re highly organized and deadline-focused but adaptable to changing requirements and priorities

  • A drive for service excellence, underpinned by strong communication and stakeholder management skills developed in an environment subject to daily government and public scrutiny

  • Expertise in using asset management / works information management systems, a capacity for data analysis and familiarity with AI and Machine Learning tools.

  • A current Victorian Driver’s License is mandatory.

  • Formal qualifications in engineering, business, asset management, project management and/or process/operational improvement methodologies are a bonus, but not essential if you can demonstrate equivalent capability and experience.
